This regulation is applicable to the design, construction and acceptance of new construction, expansion and renovation projects of flat glass, glass ( including pharmaceuticals, electronic glass, etc. ) factories with glass kiln as well as the production and maintenance of existing factories. The scope of application of this regulation does not include the deep processing of glass.

3 basic requirements
  3.1 General requirements
  3.1.1   Glass production enterprises should achieve the corresponding economic scale of the product, create conditions for the use of advanced ingredients, melting, forming, inspection, packaging, storage and transportation technology and equipment, and improve the overall safety of the company.
  3.1.2 Glass production should adopt advanced technologies and measures that are practical, economically reasonable, and minimize occupational hazards. In the construction projects of new construction, expansion, and reconstruction, the principle of simultaneous design, simultaneous construction, and simultaneous production and use of the main engineering and occupational safety and health facilities must be implemented.
  3.1.3 The glass production process should try to improve the degree of comprehensive mechanization and automation of production. The safety requirements for the design, manufacture, inspection, use and management of lifting appliances shall comply with GB6067-85 "Rules for the Safety Regulations for Hoisting Machinery".
The requirements for the manufacture, installation, inspection, operation and maintenance of elevators shall comply with the provisions of GB7588-87 "Safety Regulations for the Manufacturing and Installation of Elevators".
  3.1.6 Workplaces and process equipment that are prone to accidents shall be provided with corresponding safety signs or signal alarm devices in accordance with the provisions of GB2894-88 "Safety Signs".
  3.1.7 The lighting and lighting in production workshops or workplaces shall comply with GB50033-91 "Lighting Design Standards for Industrial Enterprises" and TJ34-97 "Lighting Design Standards for Industrial Enterprises".
  3.1.8 The setting of auxiliary rooms for glass factories shall comply with the provisions of TJ36-79 and GBJ19-87 "Code for the design of heating, ventilation and air conditioning".
  3.1.9 The design and various safety measures for the main fuel power facilities of glass factories must strictly comply with GBJ16-87 and related professional specifications and regulations.
  3.1.10.1 The oil station shall comply with GBJ74-84 "Oil Depot Design Code".
  3.1.10.2 The producer gas station shall comply with GB6222-86 "Gas Safety Regulations for Industrial Enterprises" and JBJ11-82 "Code for Design of Producer Gas Station".
  3.1.10.3 LPG stations shall comply with the relevant provisions in TJ28-78 City Gas Design Code.
  3.1.10.4 Natural gas distribution stations shall comply with the relevant provisions in GB6222-86 Industrial Gas Safety Regulations.
  3.1.10.5 Hydrogen oxygen station and ammonia decomposition hydrogen production station shall comply with GB4962-85 “Hydrogen use safety technical regulationsâ€.
  3.1.10.6 Nitrogen stations shall comply with the relevant provisions of GB50030-91 "Design of Nitrogen Stations".
  3.1.10.7 Compressed air stations shall comply with TJ29-90 "Design Specification for Compressed Air Stations".
  3.1.10.8 Boiler houses shall comply with the GBJ41-79 Code for the Design of Industrial Boiler Houses and the current Provisional Regulations for the Safety Supervision of Pressure Vessels in Boiler Rooms and the Supervision Regulations for Safety Technology for Steam Boilers.
  3.1.10.9 Power supply and power usage should comply with current relevant regulations and rules.
  3.1.11 Basic Requirements for Security Operations
   a. The operator should be familiar with the performance and safety operation procedures of the equipment used. The reliability of the safety device should be checked frequently and it should not be dismantled.
   b. The operator shall prepare the necessary tools before taking up the job, and wear uniforms, work shoes and other labor protection articles strictly according to the requirements.
   c. Must be responsible for the operation, strictly abide by labor discipline and safe operation procedures.
   d. There must be a clear division of labor when working together, and contact and coordination should be maintained at all times.
   e. All kinds of mechanical, electrical and thermal equipment in operation are not allowed to be debugged or overhauled in the presence of injury hazards, and are not allowed to cross over transmission parts or reach dangerous locations.
   f. The production equipment itself and the surrounding operation site shall be kept in a clean and orderly manner, and the transportation and pedestrian passages shall be kept open, and wastes such as oil, water and broken glass shall be promptly removed.
   g. The operator shall, according to the requirements of the equipment maintenance regulations, schedule the personnel to complete the maintenance work such as oiling and cleaning of the equipment, record the operation of the equipment on time, and improve the handover system.
   h. Persons working in the fire-fighting area should strictly observe the fire prevention system.
